Understanding Outdoor Advertising in Johannesburg

Outdoor Advertising refers to all types of advertising (billboards, posters, street pole adverts, painted signs, estate agents boards, signs at construction sites, building wraps, wall signs, business signs, etc.) that reaches consumers whilst they are “outside the home”, whether on premise (signs indicating the existence of a business/trade taking place in a particular location) or third party (commercial advertising signs).

Regulatory Oversight by Development Planning

All these forms of outdoor advertising on all land (including land owned by any sphere of government) in the City are solely regulated by the Department of Development Planning (DDP). The Department is responsible for:

  • Application of the provisions of the CoJ Outdoor Advertising By-laws and any other law or policy
  • Assessment of applications
  • Enforcement and taking action to remove illegal advertising on any land

JPC’s Mandate in Leasing and Management

On the other hand, the LEASING of outdoor advertising and cell masts on city-owned land/assets is the exclusive responsibility of JPC.

JPC operates in line with:

  • CoJ Supply Chain Management Policy for Land (SCMPL)
  • The MFMA and its regulations
  •  Other applicable law

JPC ensures that all leases concluded have a proviso that requires the contracted entity to comply with CoJ’s outdoor advertising by laws and any other law before a sign or cell mast is erected.

Our Core Responsibilities Include:

  • Managing all lease agreements, ensure effective credit control and compliance with contractual obligations and other laws
  • Conducting research to develop systems, uniform design guidelines, strategies and new revenue models
  • Effecting transformation of the sector by empowering emerging media owners while diversifying and growing the portfolio to create jobs
  • Maximising revenue from the portfolio to contribute towards the financial sustainability of the CoJ
  • Co-ordinating provision of public amenities (such as public toilets) at no cost to CoJ through outdoor advertising (City Building)
  • Work with CoJ to reduce clutter and oversupply of outdoor advertising to improve the City’s built environment and value
